Yeah, good question. There is only one bag you start with and there is one chest in the bank to store stuff. You can see four blanked out bags in your inventory and four blanked out chests in your storage.

I wonder how you unlock them...

I think 2 bags you get from staging, while others are cash shop bought. You start with 2 in OB also I think, instead of the rediculous one.
